QUALIFICATIONS

  • Bachelor’s Degree in Human Resources or Business Management with five years’ experience in human resources preferred.
  • Previous experience in a public school setting is preferred.
  • PHR/SHMR-CP Certification preferred
  • Previous experience working with unions and collective bargaining
  • Knowledge of and experience implementing local, state, and federal laws affecting the human resources functions (ACA, ADA, FMLA, FLSA, HIPAA, UC, WC, etc.)
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

JOB GOAL

The HR Director leads human resources services for the District in compliance with laws, policies, collective bargaining agreements and rules in a manner that will enhance the human assets of the organization. The HR Director provides leadership to the Superintendent, the Administrative Team and the Human Resources Department in order to plan, direct and coordinate activities for the District to maximize the strategic use of human resources management and maintains personnel functions and programs including recruitment, staffing, new hire employment requirements, payroll, personnel policies, regulatory compliance, benefits administration, leaves, compensation, worker’s compensation and employee relations. Provides information and assistance to District employees and the general public regarding the District and all Human Resources activities, processes, policies and procedures. Prepares various internal and external correspondences as needed. Coordinates and executes a variety of tasks requiring specialized knowledge related to Human Resources. Confidentiality is an absolute must in dealing with employee records and other HR related information.

ESSENTIAL FUNCTIONS

Employment

  • Supervises the collection, verification, and maintenance of personnel related documentation including, but not limited to, new hire paperwork, background clearances, emergency permits, certifications, employee training, performance evaluations, health records, workers’ compensation, unemployment compensation, and other documentation related to various employee benefits. Develop and supervise new employee orientation program.
  • Supervises the maintenance of personnel files for all school district employees. Oversee records retention of all personnel related documents.
  • Prepares and maintains all position descriptions.
  • Supervises the process of informing appropriate departments and contracted vendors to add staff, transfers, names changes, and terminations including making adjustments in all applicable systems (such as: payroll/personnel system, third party providers, etc.).
  • Develops procedures to ensure district practices and procedures are compliant with contractual obligations, and federal, state and local regulations, including creating/ensuring the district handbooks and practices are revised as necessary.
  • Provide monitoring and consultant services to district administration during employee disciplinary procedures. Prepare information for termination of staff while protecting the employee rights during the termination process. Conduct investigations, conduct personnel hearings, consult with legal counsel as appropriate, serve as representative of the district in such hearings as dismissal review, nonrenewal of employment, and grievances.
  • Responsible for coordinating all labor relations activities, such as negotiations, interpreting contracts for administrators, grievance/arbitration process and resolving conflicts involving contract language interpretations.
  • Schedule and manage the interview and hiring process for District and third party substitutes.
  • Supervises all supplemental and athletic contracts.
  • Supervises the transfer of personnel including notifying staff of replacements.
  • Manage all allegations of hostile work environment, sexual harassment, ADA noncompliance, etc.in coordination with the Title IX Coordinator
  • Responsible for coordinating all workers compensation activities and claims and leading the Workplace Safety Committee.

Benefits Administration

  • Act as liaison with the Pennsylvania Public School Employees’ Retirement System (PSERS) in reference to contributions, retirements, service, etc. Supervises and responds when needed to employee questions regarding contributions, service and retirement benefits.
  • Oversees all payroll functions and responsibilities.
  • Supervises the administration of benefit programs to include, but not limited to, health insurance coverage, dental, vision, long-term disability, life insurance, COBRA, etc. Supervises and acts as liaison when needed with staff and carrier in reference to claims and/or disability.
  • Review and revise, as necessary, the district’s IRS Section 125 Cafeteria Benefit Plan.
  • Conduct yearly health insurance open enrollment for the District.
  • Manage and comply with the requirements set forth in the Patient Protection and Affordable Care Act (PPACA)

Reporting

  • Supervises requests for leave of absences for all employees (including but not limited to: Military Leave, Child Rearing Leave, and Family Medical Leave, Sabbatical Leave, Leave without Pay, etc).
  • Supervises the creation and maintenance of information for PIMS (teacher certification, schedules, salaries, etc) reporting which is submitted to Pennsylvania Department of Education 3 or 4 times per year.
  • Supervises the creation and maintenance of information for the SupPer (support staff) report and submits to Pennsylvania Department of Education yearly.
  • Supervises the creation and maintenance of information for the EEOC report which is submitted to the Federal Government when requested, normally every other year.
  • Prepare and submit all required reports for compliance with state and federal mandates

Certification

  • Supervises the tracking of employment and certification status of professional employees and recommends changes to the Superintendent.
  • Supervises the processing of Emergency certification applications with the Pennsylvania Department of Education.
  • Supervises the tracking of Level I certificates, then process Level II certification applications with Pennsylvania Department of Education, via TIMS system

Employee Relations

  • Supervises and responds when necessary to employee questions regarding personnel policies and procedures.
  • Organizes and runs the Employee Wellness Committee in coordination with Assistant Superintendent.
  • Consult with district solicitor regarding contract administration and personnel issues.

Recruitment

  • Supervises the preparation and distribution job postings for each vacancy.
  • Coordinate with supervisor/administrator screening of applicants, conducting interviews, and notification of successful candidate. Assist in the selection process, conducting reference checks, administration of Act 168 disclosure forms, verifying applicant has proper qualifications, etc.
  • Supervises and answers questions when needed from job applicants regarding District policies, benefits, procedures, etc.
  • Supervises the maintenance of the employment section of the school district website including electronic application system.
  • Supervises personnel vacancy reports for administrative, professional and support positions.
  • Responsible for attending job fairs and recruiting purposes.

Other

  • Understand all existing and proposed Federal, State and PA Department of Education laws/regulations affecting Human Resource Management. Interpret laws and policies and advise administration, employees and/or retirees, as appropriate.
  • Review, update and communicate personnel policies and administrative regulation changes for presentation and adoption by the board.
  • Periodically review and update job descriptions as necessary.
  • Develop, coordinate and communicate employee evaluation programs to insure accountability of staff.
  • Assist in negotiations with all types of bargaining units.
  • Supervises the management of third party substitute provider, including set-up and system changes.
  • Initiate and manage Safe School Initiatives.
  • Leads and participates in the District’s Safety Committee to assist with incorporating accident investigation programs and trainings to prevent workers’ compensation accidents and incidents to capture savings in premiums and discounts.
  • Assists with state mandated clearances for all staff, volunteers and independent contractors and their employees.
  • Serves as District’s representative at unemployment, workers’ compensation and arbitration hearings.
  • Attend school board and committee meetings when necessary.
  • Maintain the highest level of confidentiality.
  • Perform other duties as assigned.

EVALUATION

Performance of this position will be evaluated annually by the Superintendent in accordance with the Board’s policy on evaluations of administrative employees.
