Borough Manager

DEFINITION This position serves as the Borough of Shippensburg’s executive officer. He / she coordinates all borough programs except public safety and administers the operation of all departments except the police department. Supervision is exercised over clerical, professional and non-professional staff responsible for the execution of assigned duties. General direction is received from the borough council. All public policy is formulated by the borough council. Incumbent will be evaluated by the borough council on an annual basis. General working hours are Monday through Friday from 8:00 AM until 4:00 PM; however additional time may be required to complete tasks as necessary. Attendance at Borough Council and Shippensburg Borough Authority meetings will be required. CLASSIFICATION/SUPERVISION This is a management level position exempt under the Fair Labor Standards Act. EXAMPLES OF WORK PERFORMED  Plans, organizes, and coordinates all public programs except public safety with appropriate groups, individuals, and borough council.  Directs the program and activities of the code’s enforcement officer.  Acts as borough purchasing officer.  Hires, suspends, or discharges employees under his / her supervision.  Directs staff elements in the formulation and development of plans and programs in such areas as life cycle management of capital equipment, financial control, resource pooling, street and sidewalk maintenance and neighborhood improvement.  Serves as secretary to the borough council and may be asked to serve as secretary to various borough boards, commissions, and authorities.  Advises council on the formulation of ordinances, resolutions, policies, procedures, rules, and regulations needed for the effective administration of the borough government.  Periodically reviews all ordinances, resolutions, policies, procedures, rules, and regulations adopted by council and recommends amendments, changes, modifications, or rescissions as appropriate.  Develops and submits the annual budget request in coordination with the Budget Committee to the borough council.  Manages the approved budget in accordance with guidelines established by borough council.  Reviews all expenditures periodically to ensure that they are within budgetary guidelines.  Ensures that operational policies are established for all departments except the police department in concurrence with the borough council and those policies are reviewed and cosigned with subordinates.  Plans, establishes, and manages an inventory program for all departments except the police department.  Plans, establishes, and manages a training program for all departments except the police department.  Certifies all time and leave charged by direct reporting subordinates.  Approves overtime for subordinates, when appropriate.  Prepares and submits such reports as council requires.  Establishes performance standards for subordinate’s staff members in concurrence with the borough council.  Evaluates the performance of subordinate staff members on an annual basis and provides written assessment of performance for council and subordinate’s personnel file.  Ensures that all policies and guidelines are adhered to by subordinate elements.  Meets with public and private agencies, members of adjoining municipal governments and representatives of the Shippensburg Area School District and the Shippensburg University, to obtain community and regional cooperation for all public activities.  Performs other duties as assigned. KNOWLEDGE, SKILLS, ABILITIES  Extensive knowledge of the principles and practices of public administration.  Extensive knowledge of the principles and practices of municipal planning and zoning.  Considerable knowledge of the principles and practices of business administration.  Considerable knowledge of the principles and practices of personnel administration.  Knowledge of municipal water, waste water treatment, refuse collection and recycling operations.  Ability to exercise effective administrative supervision over a clerical, professional and non-professional staff.  Ability to plan, organize and direct programs and activities of all borough departments except the police department.  Ability to evaluate problem areas and take decisive action.  Ability to communicate effectively, both orally and in writing.  Ability to establish and maintain effective working relationships with other borough officials, adjoining municipality officials, county officials, state officials, federal officials, and the public  Ability to prepare applications for federal and state grants and loans. EXPERIENCE AND TRAINING Preferred Bachelor Degree in public administration or related field (business administration or political science) and five years of supervisory or management level experience in the operation of a government agency which is responsible for public administrative services or financial administration. ADDITIONAL REQUIREMENTS Shall reside within the Shippensburg School District Must qualify for bonding status.
